GRNET, the HellasQCI project coordinator, participated in the World Telecommunication Development Conference 2025 (WTDC-25), held in Baku, Azerbaijan, from 17 to 28 November 2025, as part of the official Greek delegation supporting the Ministry of Digital Governance and Artificial Intelligence.

WTDC-25 is the flagship global conference of the International Telecommunication Union – Development Sector (ITU-D), bringing together governments, international organizations, and industry stakeholders to shape global priorities on digital development and emerging technologies. The conference provided a high-level platform for dialogue and cooperation on key aspects of digital policy, connectivity, and technological innovation, with a strong focus on inclusive and resilient digital transformation.

Within this framework, Dr. Ilias Papastamatiou, Senior Project Manager at GRNET and Coordinator of the National Quantum Communication Infrastructure (HellasQCI), and Ms. Sophia Papathanasopoulou, Head of the Broadband Unit of the General Secretariat of Telecommunications and Pos, represented HellasQCI project,  highlighting Greece’s progress in quantum communications, alongside broader national digital transformation initiatives. These efforts underline Greece’s strategic role as a regional hub for secure, resilient, and trusted digital infrastructures, in line with European and international priorities.

During the conference, the Greek delegation held a series of bilateral meetings with delegations from all regions, aimed at strengthening cooperation within the ITU framework. Discussions focused on areas of mutual interest such as digital transformation, digital skills and capacity building, broadband deployment, resilient and secure communications, quantum technologies, and artificial intelligence.

As WTDC-25 reached its conclusion, Greece reaffirmed its strong commitment to the work of the ITU Development Sector, emphasizing continued engagement across all ITU sectors. The conference provided an important opportunity to deepen international partnerships and advance shared goals for sustainable, inclusive, and secure digital development.

Within this rapidly evolving landscape, HellasQCI, and SEEWQCI projects coordinated by the National Infrastructures for Research and Technology – GRNET, operating under the auspices of the Hellenic Ministry of Digital Governance and Artificial Intelligence, with the guidance of the General Secretariat of Telecommunications and Post, play a key role in positioning Greece within the pan-European EuroQCI initiative.
